Labor contracts for garbage service must be renegotiated to prevent soaring rates
Recology representatives did not participate in the negotiation of the contracts, but nevertheless signed a memo of understanding pledging to honor them. They did so in the interest of “labor peace,” knowing that they could pass the increased costs onto the ratepayers.
